sorta late to the party here. 25+ years UNIX/linux network admin experience here, could have maybe helped out.

be glad you didn't toss a -R in there, that would have done a recursive chown/chgrp from / down

you might have been able to quickly recover by changing owner and group back to root in / ie:
# chown root:root /*

then test the applications, web servers, mail server, etc to see what else needed to be tweaked as far as owner/group

if you have a backup server, you could check the owner/group perms in / to figure out the proper owner/group

or if all else fails, you can use the too often used excuse that you were testing out your backup and recovery procedures.....

do a
#ls -lt /
then print and/or email the output so to snapshot the owner/group perms in / just in case it happens again

As it happened there was a -R in there and I was well and truly fubar... Thankfully the backup system I'd opted for was able to handle it and the work done on the site upgrade wasn't lost thanks to a quick thinking tar and mysqldump before the chown command got that far into the server..

It was one of those learning curve things...
