Here is a good summary of color management - plan on lots of reading to get even a basic understanding of the problem. If you want decent colors, forget about about doing it "by eye".

I wouldn't buy a hardware solution unless you plan on doing lots of profiles - it's far cheaper (and easier) to have them done for you. I have never used Eric Chan, but I'm told that he does good work.

BTW - a red cast usually indicates that the cyan is too light, but a magenta cast indicates that the magenta is too heavy. Is the color cast red or magenta? Have you done a nozzle check to make sure that the cyan is printing OK?

I'm wondering if a PhotoCyan was used to refill the full strength Cyan by any chance.... or if the wrong ink was used etc....
If one takes a cotton swab, and then moisten the tip from the outlet of the cartridge and then smear it on photopaper then a reasonable color comparison between the PhotoCyan and Cyan should be observable. If they are the same or very close, you may have the answer to the problem. A strong cast should not be observed with the correct formulations. Perhaps a scan of the output will provide more valuable information. Using the same slightly moistened tip, smear both cyans directly from the bottle and observe the difference.

I can't say what your problem is exactly but I mixed Image Specialists inks & Canon inks in my pro9000 mk2 with no colour problems at all & others have reported the same, I was just using the Canon profiles.
When you have just refilled a cartridge it might be wise to use a folded paper towel & press down on it where the ink comes out of the cartridge to make sure you get a solid colour blob of ink on the towel, this helps to make sure the ink is flowing after the refill. Print a nozzle check to make sure ink is flowing from each cartridge.
