I cannot tell what is the problem, only make some guesses.
I guess that the printer is an HP OfficeJet 4650 printer-scanner-copier? Scanning works and the printer works when used as a copier but when trying to print a job from the computer you get a paper jam error?
I think there is no hardware error in the printer as the copier function shows that both the scanner and printer works. Instead I think it is a software error. Did the error appear after a Windows update? A Windows update has caused problems before. Or maybe the driver has become corrupted? If so uninstalling and reinstalling the driver and other software might help. If You have another computer you could try if the printer works with that computer.
Are you using aftermarket/remanufactured cartridges and have updated the printer's firmware? HP aggressively uses firmware updates to block the use of aftermarket cartridges.

You don't give much information such as which software approach you are using for scanning as there are several ways to do scanning to the computer. Without more details, here is a more broadbrush approach answer for the several ways to go about scanning and what to do when it does not work. This is off the internet and I do not have that HP printer. I always initiate scans to my HP printer via the computer and not from the printer and have never had a problem.:
Here’s a step-by-step guide for scanning to a Windows 11 computer with

- Connect printer: Ensure your HP 4650 is powered on and connected to
the computer (via USB cable or Wi-Fi).
- Install software: If you haven’t already, install HP Smart or the HP

1. Open HP Smart on your PC.
2. If not added, click “+” to add your printer.
3. On the home screen, click Scan.
4. Place your document:

5. Adjust settings (scan type, color, resolution, file type).
6. Click Scan.
7. When complete, click Save → choose JPEG, PDF, or TIFF → save to your
