I don't know whether this is relevant, but Xrite's ColorPort and Babelcolor's Patchtool are two GUI programs which many color consultants used for years to create targets. I think both are free or abandonware these days. Patchtool in particular could read color out of targets, rearrange the squares etc.

ColorPort looks simple at first glance, but it can be reconfigured, and Bill Atkinson used it to generate monster target strips

AFAIK the Cgats formats etc are cast in stone, and therefore any old flexible program remains pretty useful these days, no need to reinvent the wheel or the bottle.
