ARC not working in MB5120

I'm not sure if it's the printer or these cartridges. We had a ice storm where the power was out for several days. When the power was back, the three colors showed low levels and the black showed full. I refilled all the carts but the levels are the same. Before I refilled I got an error code B504. The black was bone dry and the rest were pretty low. Anybody know how to reset to detect correctly?
