White Specks, IP5200/HOBBICOLORS.

Refilled my IP5200 with Hobbicolor inks.
Recently, printing pictures they turn out fine.
But if you look closely enough or concentrate from sitting distance with photo on desk, you can see all these random white specks on the image. What is going on? They are perfect round circles but rather small random white specks.

Ive only refilled my OEMS once, is my ink cart or print head playing up??

for example i printed this image:

on full borderless A4 paper

and theres random small white specks on the children's head, flowers, cds, just about everywhere on the whole image.
should i be worried?

Any other possible variables? eg: paper type, quality of print, etc...?
