Ok, so I had a i9900 that woudn't turn on. All troubleshooting pointed to a bad logic board. The cheapest fix was for me to get a used i9900 from eBay. So, I got that in, and tested it. It works, but was missing every other column of lines on the magenta nozzle test grid (from service mode). I swapped this printer to a brand new print head, and it still had the same result.

So, I figured I would put the PSU and Logic Board from the used eBay printer into my broken one... so I did the swaps, and attempted to turn it on. I got one amber LED for about 1 second and then it turned off.. Now I can't get either to turn on with any combination of PSU or Logic Board. What the heck is going on here? Something is breaking something and it makes no sense at all.
