Is it possible to buy empty cartridges in bulk

I am starting a home based business on a small budget, refilling the cartridges myself, not refill machines and I was wondering is there anywhere to buy a variety of empty cartridges straight from a factory,I've only seen info on trying to collect cartridges through schools, paper ads ect..:/

I've heard that empties can be obtained on ebay. I've never checked it out myself.
