IP4700 Pigment black can't seem to print "Standard" quality

What might cause my Canon IP4700 to print OK when the quality is set to "High" yet when I set to "Standard" it prints as though the nozzles are clogged? The skipping seems to occur in the same place on every page and gradually gets worse.
I guess it can't get the ink fast enough. Nozzle check prints OK.
Anyone have any suggestions other than "Use it for a boat anchor"

That's it - printing in high quality means slow printing.
It can be a "light clog" or bad ink flow from the cartridge or bad sealing of the outlet port on the rubber rings of the printhead or...

Your problem could be a number of things not just one.
What cartridges are you using and are you filling them.
If so which inks are you using also and which filling method top or German? :)
