If a printer uses ink while cleaning, can the head still be clogged?

Epson 3800 had a blocked yellow channel. Took the dampers off cleaned the channel, got some jets back. Now the printer prints nothing but still wastes ink during cleaning cycles. No errors on the front panel. Suggestions?
