Clog or bad print head? IP4500

Ive been trying to clear this cyan clog, I think its a clog, but after doing some reading - this might be an electrical problem?

Is it time to replace the print head? Ive soaked the head a couple days in windex...no improvements on cyan.

It is most likely an electronic problem. I had a printer with a similar problem. You can print photos or whatever in high quality mode and the print will be perfect. But if you print in normal quality mode you will get some banding.
