The error codes for an ip4200 are in my Canon ip4200 Service Manual. I know this isn't an S300, but it's likely that Canon have kept some continuity/consistency in the meaning of the codes ...

Is it
1. Flashing Orange - Green continuously with no pauses, or
2. Flashing O - G a number of times followed by a pause, then flashing O - G the same number of times, repeatedly.

If 1. the fault is "ROM Error on Logic Board Assembly".

If 2. count the number of Oranges in each sequence {the possible faulty components are shown in the brackets}
2 Oranges = Carriage Error {Carriage Unit; Timing Strip Slit Film; Logic Board; Carriage Motor}
3 = Line Feed Error {Timing Sensor Unit; Timing Strip Disk Unit; Feed Roller Assembly; Platen Unit; Logic Board; Paper Feed Motor}
4 = Purge Cam Sensor {Purge Unit; Logic Board}
5 = Auto Sheet Feed Cam Sensor {Sheet Feed Unit}
6 = Internal Temperature Error {Logic Board}
7 = Waste Ink Absorber Full {Ink Absorber Kit}
8 = Print Head Temperature {Print Head; Logic Board}
9 = EEPROM Error {Logic Board}
10 = n/a
11 = Carriage Lift Mechanism {PR Lift Shaft Assembly; Sheet Feed Unit; Logic Board; Carriage Lift Sensor}
12 = AP Position Error {Sheet Feed Unit; Logic Board; Purge Unit}
13 = Paper Feed Position Error {Sheet Feed Unit; Logic Board}
14 = Paper Feed Cam Sensor {Sheet Feed Unit; Logic Board}
15 = USB Host VBUS overcurrent {Logic Board}
16 = Valve Sensor Error {Purge Unit; Logic Board}
17 = Motor Driver Error {Logic Board}
18 = n/a
19 = Ink Tank Position Sensor Error {Platen Unit; Logic Board}
20 = Other Hardware Error {Logic Board}

{Edited to correct the colours described}

Is this a new unit? Did you remove all packing materials from the printer? It might be jammed with packing.
