I seem to have similar problems with OEM carts.

Sometimes the purged and dried sponge doesn't absorb the ink fast and good.
Sometimes both parts of the sponge are filled, sometimes only the lower part (which only should be filled with ink)
Sometimes newer carts which are still wet from original ink are very difficult to pierce through, especially with blunt needles on the ink bottle, I have to poke first with a sharp needle.

You should buy empty cartridges on ebay and try another one.

And there can be another reason for bad ink flow (which I didn't examined yet): bad sealing of the cartridge in the printhead:
there is a rubber gasket round the little metal filter where the outlet of the cartridge comes to sit on (can't describe it better..).
The gasket should be airtight with the outlet and hold the vacuum from the cartridge to the nozzles
