Are these printers "chipped"?

Are the Canon iP1600 and the iP2200 printers chipped? How about the HP DJ3920/3940? Its not like the printer makers advertise this fact, but don't want to be caught with one.

If they are chipped, what functions will I lose if refilling my own ink?

Is refilling a PG-40/CL-41 ink tank harder than refilling a BCI-24 (canon)?
