Are Epson OEM 69 Cartridges Refillable?

Two different reputable sources on this forum gave me contradictory information. One said it couldn't be refilled and another said that it could.

I did a quick search online and it looks like it might be possible if you're careful not to tear a plastic liner inside. If it's really difficult to do, I rather just purchase a refillable cartridge and call it a day... but I have no experience with refillable cartridges and wasn't sure how reliable they were.

Any thoughts?

Thanks, but those directions sound like they're talking about aftermarket refillable cartridges.
