According to Canon's service literature (for the ip4500 which is basically the same unit), the printhead should not be stored in the printer and the carriage should be in the "Home" position (middle of the printer slide rail).
Reading further in the manual, under "Special Notes On Servicing"...
Ok, I found it. The indented check box wasn't checked. One would figure all methods of 'notifications' (alerts or otherwise) would be on the same page.
The "receive email notifications" I was describing is under the (more options) reply box. Just checking those 'Alert" choices does nothing.
Ok, I get that, but how can one troubleshoot a printing problem if you don't know if it is the logic board or the printhead?
Throw out both?
Is this ridiculous problem still present with the current printers or did someone come up with a redesigned logic board and/or printhead that doesn't take...

Well I did break out the spare 4300 (that has a 2k page count, the current on when I bought it had 160 pages (AKA virgin) now it's around 6k, still not that many.

Ok, here is the 1st replacement head; the service print out & the Nozzle check (cropped). I would say different problems. If it was the logic board, wouldn't both heads print out more similar patterns??
I looked at that strip, I forgot it was even there since it's hard to see at the angle one usually is at looking into the opening. The strip was clean, I saw no grease on it, but I cleaned it anyway.
