Hello, ink dampers will probably have ink clumping (pigment out of suspension) after a long period of no use, replace the dampers and try again.
The printhead in these older 7600/9600 printers are really hard to kill, unlike the newer more delicate printheads in the Epson large format models.
Good to hear of your success, the dampers do filter the ink and I have observed fully clogged dampers in an Epson 7880 and pigment separation in the ink lines when the machine is left unused which is equivalent to not using the other black for a long period.

Oh, I should have added, "before turning the printer on", turning on will start a cleaning process and given the state of the ink it will most likely plug up the print head nozzles.
Worth trying your classic cleaning solution, however you will almost certainly need to also replace the ink dampers and flush all the ink lines as well.
First, don't power the printer up, after sitting for a long length of time you don't need it to pump clumped ink pigment into the ink dampers and print head which it will do as soon as you turn it on.
