I think op wants to be able to print opaque white onto transparent material. Actual white toner printers like the ones Oki and Uninet offers are another option, however that requires a much bigger budget.

You can look into DTF, however, it will be around 2x your budget. DTF also requires daily maintenance. You can also look into Ghost white toner. However, I’m not very familiar with it and not sure how you can print white and color in one pass.

while I don’t have experience, I’d stick with OEM ink for eco tank printers, the ink is already much cheaper than cartridges.

It seems to be a pretty reputable brand. I used LD ink when I had a Epson XP-410. It’s ok but certainly not close enough to the original ink colors if you want to be able to print quality color images.
