I would never recommend running "a stream of water over the printhead". Ineffective, plus who wants to risk wetting the PCB ? Use the push-pull, adapted syringe method.
Kleenex is another that would fall into the "not recommended" category because it sheds lint far too easily to make it useful...
I would also suspect the purge unit (pump) in this case.
The park pad will be dark with ink whether the purge unit is working or not.
You can syringe Windex onto the park pad so that it returns to white.
You may have to blot it with a few Q-Tips to help the Windex treatment.

If non-selectable cleaning cycles were a concern, one could use a dye-based black refill in place of pigment black.
Whoa, hold the phone....Hobbicolors carts from inkpower ??? ...ya gotta explain that one.
And yes, you could sell the spent carts on eBay esp. if they're genuine Hobbicolors, drilled and tapped with nylon screws.
I wouldn't sell the iP4500 this short, in fact most all reviews of this printer declare it best in class and way ahead of its rivals.
For direct-disc printing it has no rivals except perhaps its own stable mates.

Instead of tap water, I've been using a 60ml adapted syringe with heated, distilled water.
Takes abour 5-6 loads per cart to flush. Not practical for large amounts of carts.
In my climate (PNW), with an added 1/8" hole on the top of the reservoir side...
