Many use tap water for flushing carts with good results. I have crappy, hard tap water and don't let it touch any of my carts or heads. I use distilled water.
With a cart that has an integral printhead like yours, the nozzles are in the area that you describe and may/should respond to soaking...
Some of the "compatible" CLI-8 chips are not resetable with the Sudhaus-type resetters and the overall usefulness of these carts for refilling in general is questionable.
Foam is inferior, venting is inferior.
Welcome to the forums :)
Please post an image so we know what you are trying to describe.
The best practice is to have at least one full set of carts on standby so that a spent cart can be replaced immediately.
It is not good practice to leave a printhead "uncovered" while the user monkeys...
This is an excerpt from the Canon MP620 owner's manual that is available on line from Canon for free.
The MP530 will be similar when a "compatible" cart is installed.
I wouldn't soak them in Windex, just flush until the water exiting the cart is clear, as stated above. I don't know if warming the water or using distilled water helps, but that's what I do.
The foam chamber will be a light grey color no matter how many times you flush it.
As an aside I think...
OK, here's what I would do, just to even the score.... (you may feel differently)
Assuming that this is an eBay seller, contact him and tell him that EEPROM is reporting over 300 pages printed.
Say that perhaps this printer was mixed up with another and that you should receive a discount for...
I would say that the seller was less than truthful, calling this a briefly tested new unit with the carts down as much as you say.
I don't think that I would worry too much about it though, but it would be interesting to get the EEPROM printout (as per on30trainman) to see exactly how many...
As of right now they are back in stock and they are NIB :)

Piezo technology has been proven reliable by the millions of Epson printers in service....yes, Epson uses the same technology.
I would be much more concerned with the overall quality of the Brother printer, not the technology.
Try it and post a review here.
Maybe this Brother is a good option...

From a light-usage consumer standpoint, the ink cost isn't too bad, but being a home refiller, I wouldn't be interested in this Brother. The tanks look small, that may be how they are hitting a lower price point on their ink...
With shipping involved, all bets are off as now the carts are possibly being subjected to aircraft pressurization and de-pressurization.
For home use re-stoppering and taping has been 100% trouble-free here. I also have found that the Snap-Ware line of sealable containers are perfect in size for...
I always rubberband the original stopper back on and tape (blue masking) over the vent.
Never had a problem with this method and the cart is completely sealed.
