I'd take the offer that Epson R260 model. You can always buy refillable cartridges or a CIS for it. If your looking to buy a new printer, you can go with the new Canon ip2600. You can refill the OEM cartridges and the printer cost about $50. That's just my recommendation.

Well, most CIS sold are pretty much the same. Now I'm not saying their made the same, just in general, their the same. The biggest difference with any system is the ink, and to be honest, depending on the printer you get the system for makes the difference.

You should be good with the HP 2600, just store it away if you don't need it right now. It should be fine in a few months. That ribbon just blocks the toner from passing thru to the rollers, but is not a big factor.
Well most cartridges come with a face plate to protect the roller. If your Using a cartridge, just put the face cover back on there and store it, it'll be fine when you come to use it. The toner inside is protected in the toner hopper casing. So no big worries.
Are you talking about toner refills? Or toner cartridges?. As long as you have the cover on the cartridges everything should be fine a few months from now. If you talking about toner refills, make sure you seal the bottle air tight so the color quality of the toner doesn't degrade with time.

Yes Shrey, those high end models do use pigmented ink. Anything for Canon Printers that uses PGI is pretty much pigmented.
