I was gifted a Xerox WorkCentre 3220 and it works perfectly on my iMac. I have some legal documents that I wish to print in blue. Can it be done?

Not unless you can edit these documents by changing the text to blue yourself..
PDF’s can be edited in Photoshop and printed from there..

The printer seems to be a B/W laser multifunctional machine. I don't know if a spent toner cartridge could be cleaned of residual black toner powder and refilled with a mixture of cyan and magenta bulk toner powder?

If you can edit the document the easiest thing would be to use a colour inkjet printer to print the document. If the document is locked then on a Canon and probably also other brands of inkjet printer you could select matte photo paper as printing medium and refill a cleaned photo black cartridge with a blue ink made by adding a little magenta refill ink to cyan refill ink. If you can accept cyan as blue you can just attach a dye black chip to a cyan cartridge.

Thanks for the suggestions! Maybe it would be simpler to reinvest....
