Can colormunki photo be used to profile water color paper?

I think it's likely that it will, you will add to our knowledge by trying it out (assuming that you have a colormunki) and telling us the result.:)

Why not? I have profiled coated "fine art" papers as well as uncoated, i.e. water color paper, also other sorts. The structure of the surface may be an issue but there is also strong structure on some "photographic" fine art papers.
Before profiling you should try and find the paper setting with the highest ink limit which yet prints out well.
