A DOA (Dead On Arrival) printer should be grounds for refund. If you paid with a credit card or service like PayPal then contact them and dispute the purchase if the seller does not provide reasonable remedy. There may be other legal remedies available in your location.

Give the seller a chance to fix this first. If he does not then do not delay communicating with your credit card company or others that may help. You might want to communicate the situation with your credit card company or other service involved in the transaction now in order to get the ball rolling. They may add a little pressure on the seller to remedy.

If the shipping was insured the seller could enter a claim.
Make a report of the damage.
It works !

I can vouch for that, because @palombian shipped me a printer that got damaged in transit, and he made a claim for compensation from the couriers and I was then able to repair most of the damage and replace the print head.
The printer has worked fine ever since, thanks to palombian...:thumbsup

Yes, we had luck then.
The shipping conditions mentioned the package should resist a fall from 80 cm.
I'll never ship a printer again .

I had a printer die in shipment that I sold. Since I didn't get near what I reasonably expected per sold on eBay, I didn't insure it. Especially since the cheapest transportation from SW Florida to northern California was already high.

The buyer really worked with me to try to get it going, can't fault her. But ultimately I gave up. I refunded her money and of course lost a perfectly good printer, too.

Lesson: Always insure a printer. I'll add to the OP's situation most people won't sell a totally dead boat anchor and lie so outright. I suspect damage in transit. And what's this about using a carriage??? :)

Epson, Canon, HP... A "few"
Got a Pro-10 coming back to me shortly and to be sure it arrives reasonably intact, I shipped the original empty box and packaging to the seller so they can use that to return the printer with the best chance of survival.

The seller sent me this..
Just to let you know the box has just arrived, handed over by a rather bewildered man in white van . . .
'erm, I think it's just an empty box' quoth he.
Aha, says I, but it's a rare and valuable box worth hundreds of pounds to box collectors.
'Oh, really?' says he.
:gig

On a more serious note though, original boxes with all the packing, or strapped to a pallet are probably the most successful options on shipping... especially for something like a Pro-1...

The error I made was not to remove the cartridges and the printhead, and lock the carriage with a piece of cardboard or foam.
By dropping in the automatic distribution the printhead unlocked and was smashed back.
We won the case referring to the official Canon shipping instructions mentioning only the original box.
