I believe I have found the problem-
After receiving the online service manual (many thanks) and feeling all powerful, I jumped in and disassembled more than I probably had to. Belatedly I took a look at the ribbon contacts going into the print head (that didn't require more than removing the head) and this is what I found:

Corrosion from living in a very humid and perhaps chemical atmosphere. Epson: you should design a way to protect the contacts or at least grease/petroleum fill the gap which is what I will do.
There a few contacts that may have lost their metallic surface. I was able to clean solder coat a few and will reassemble and try it out tonight. Worst case I will have to try and order 2 new ribbon cables.

It did not improve. I will not bother replacing the ribbon cables. The printer only cost me $250 so since I now have the refill carts I will seek another and try again.
