I use a push pin that I press firmly while twisting to make an initial hole. I then use a screw eye to enlarge the hole. The size of the screw eye will determine the size of the hole.

I use a simple push pin that I press and turn until it is through the plastic. If I want the hole slightly bigger I use a screw eye that I screw in the hole created by the push pin. You can control the size of the hole by your choice of screw eye size. It works for me!
