6500a has stopped printing colour

I've been successfully refilling my Officejet 6500a (using OEM 920XL cartridges refilled with OCP ink) for quite some time. But a few days ago it dumped a streak of cyan onto the page followed by complete cyan starvation. There was still plenty of ink left (measured by weight) but I swapped over to another set of recently refilled carts - no luck. I also flushed and refilled the cyan cart (and checked top-fill seal) - still no luck. Magenta, then yellow also stopped working, leaving just black working normally.

Cartridge vent holes seem to be OK (tested with a blow bulb) and ink wicks freely onto a paper towel. I flushed the printhead under warm water (then rinsed with distilled) - still no luck. Cleaned electrical contacts on head and carriage. Tried several deep head cleans but still not a trace of any colour. Since all 3 colours are affected, my suspicion is that there's a problem with the purge unit not priming the head. There was hardly any coloured ink flowing out during the head flush (but plenty of black). I'd be grateful for any ideas. Thanks.
